The bond issue easily passed with the yea’s outnumbering the nay’s nearly five-to-one. A second bond to finance construction costs was decided on May 6, 1937. In a heavily debated contest, the bond carried by a mere 150 votes. The dam was completed the following year and the lake was impounded by 1940, making Abilene an eligible host for a US Army training base. In November of 1940 Camp Barkeley became a reality and the economic boom made possible by the narrow majority is still being felt in Abilene today.

During this era Ely was also appointed by President Calvin Coolidge to serve on the Inter-American Highway Commission. In conjunction with a citywide celebration of Judge Ely’s ninety-sixth birthday, a dedication ceremony—during a forty mile per hour dust storm—was held for Judge Ely Boulevard on April 4, 1974. The ever-smiling, sparkle-eyed Ely quipped that he was undeserving of having a street named for him but if anyone tried to deface the sign, they would be in trouble. A seldom viewed plaque commemorating the event is located on a small diversionary road at the northwest corner of Judge Ely Boulevard and East South 11th Street.

Ely (right) JUDGE WALTER RALEIGH ELY BOULEVARD Typically, a boulevard is a wide street with a center median, but one such Abilene thoroughfare was apparently deemed a boulevard despite its obvious lack of a dividing strip. ” The original name of the east Abilene thoroughfare was Stadium Way, initially extending from Ambler Street south to US Highway 80. In conjunction with Stadium Way being extended even farther south to State Highway 36 and north to Interstate 20 in 1974, the city accepted the Chamber of Commerce suggestion and voted to change the name of Stadium Way and to honor the Abilene attorney and former chairman of the Texas Highway Commission who was one of the architects of the modern and efficient state highway system.
